• Legislative Contact Report

    NeighborImpact is required to report to the IRS annually on the number of hours spent by employees lobbying. All legislative contacts have the potential to be lobbying, so please fill out the questionnaire below and return this completed form to the Executive Director for a further determination of what is reportable. Lobbying is an acceptable activity for nonprofit organizations and most NeighborImpact employees, provided it is properly accounted for, not charged to public funds and disclosed to the IRS.
  • Lobbying means: Contact with a federal, state or local official for the purpose of proposing, supporting or opposing legislation, an administrative rule or an appropriation of funds.

    Grassroots lobbying means: Expenditures (including staff time) incurred to encourage the general public to support or oppose legislation, an administrative rule or an appropriation of funds.

    Report all legislative contact on this form and return to the Executive Director for disclosure on subsequent-year tax filing and Oregon Government Ethics Commission reports:

    • Travel time to and from meetings where contact will occur is not lobbying.
    • General Education about general issues is not lobbying.
    • Preparation of testimony or materials to be used in lobbying IS lobbying.
